Job Overview Leads the team responsible for providing accounting services and support for small BOCC departments that don’t require full-time accounting staff; capitalization efforts for our Architecture Services program as well as other unique circumstances such as grant accounting supporting countywide programs including those for pandemic relief, recovery efforts, and declared disasters and temporary coverage to larger departments due to extended leave absences, separations and for periodic assistance to process high volumes of transactions. The team processes operating, grant, and capital-related accounts payable, accounts receivable, and general ledger entries, identifies proper funds and account strings for transactions sets up project-related expenditures for capitalization, and performs project and account reconciliations. Our Shared Services accounting team also provides financial analysis and guidance as needed to fiscal staff and their leadership throughout the organization. The Fiscal Manager currently supervises a staff of four, including two accountants and two accounting clerks. Additionally, this role is responsible for the preparation of routine correspondence, reports, and meeting materials for the leadership of the supported departments. The Fiscal Manager is also responsible for preparing agenda items, training documentation and other presentation materials as needed for recurring meetings held with BOCC Accounting staff throughout the organization.
Minimum Qualifications
Bachelor's degree in Accounting, Finance or Business; AND
Four (4) years as an Accountant or Fiscal Manager; OR
An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education
and experience only, does not include legally required Licenses or Certifications.)
Ideal Candidate will have:
A strong background in GAAP accounting
A Master’s Degree in Accounting, CPA and / or CGFO certification
4 years in governmental accounting at an Accountant level or higher
Working knowledge of Oracle SaaS Financials or Oracle EBS Financials
Two (2) or more years of capitalization of CIP projects
Two (2) or more years of supervisory experience

Duties and Responsibilities
Responsible for accounting related services for multiple departments, programs and funding sources involving the need for independent research, analysis, discussion, decision making and training over accounting transactions supporting these variations.
This position is responsible for performing complex and specialized accounting work at the supervisory and/or technical lead level.
Work includes accounting and fiscal management for multiple areas of governmental accounting.
Manages the payables, payables intake and receivables functions to ensure prompt payment of invoices and timely deposits for revenue.
Confirms capital project related costs are funded through appropriate sources and are capitalized at substantial completion utilizing their firm understanding of Confirmation also includes the ability to reconcile general ledger to project and fixed asset sub-ledgers.
Confirms completion and grant expenditures are recognized in the appropriate period and under the appropriate award guidelines.
Assists supported departments with budget review and
Reviews reports weekly to manage productivity, work performance, and resolve any issues or
Develops and updates policies and procedures; identifies challenges,
gaps in processes, and opportunities for improvements; and is actively involved in the problem-solving process.
Ensures all financial transactions are in accordance with state, federal, and local statutes and policies, related procedures, and generally acceptable accounting principles.
Aids ERP support teams by submitting transactions in test environments during system upgrades and maintenance patching.
Provides stellar customer service at all times and supports management decisions and team
